Realistically, no one can feel happy all the time. But, we can develop tools to rapidly shift our thoughts into useful states which is what “happy” people do. It might come more naturally to some than others, but these tools can always be taught and trained.
For example, if you spend time actively countering negative self-talk, eventually you’ll train your mind to redirect those thoughts quickly. There are so many other tools we can learn as well, and the more we learn, the more positive we can become.
